Boxcar Provider API for GAE/Python

A simple boxcar provider implementation for GoogleAppEngine/Python.
Directly Porting from http://github.com/boxcar/Boxcar-PHP-Provider.
And, based on the documentation from http://boxcar.io/help/api/providers

test.py requires minimock(http://pypi.python.org/pypi/MiniMock/1.2.7).
