Housing proposals

This is a big one. Mostly derived from the proposals of the campaign group Generation Rent so I'd suggest that if some of the elements of the proposal sounds questionable, take a look at the GR manifesto first ;)

With this, I also wanted to trial having a section of "aims" at the top of the page, so readers can see at a glance, the general idea behind the policies in this area.

So much to go through here. I like what I see so far.

Does any of the Gen. Rent stuff cover housing co-operatives? There are some fantastic successes out there that should be learnt from e.g. West Whitlawburn: http://www.cds.coop/links/national-housing-co-operatives

Yes, sorry about the size! Breaking the contributing rules there I think so I might split this up into separate proposals....

Anyway, @digitalWestie, no I don't think the GR manifesto does specifically mention co-operatives but it's probably best not to be prescriptive on legal status. I'm sure @hiltona will have thoughts on that though.
