planner: move base logical plan to logical operator pkg.

Problem Summary:

What changed and how does it work?

/base is where is interface definition.
/operator is where in inheritors defined, interface function should be implemented here.
/core is where the main optimizing logic happens.

/operator depended on /based.
/core depends on /operator and /base.
