Procurrency v1.39.1 Latest Release (LR): Proc Core Additions and Changes

v1.39.1 brings some few additions and changes and the continuous development of Masternodes.

CHANGES

-Made some corrections in "optionsdialog"

ADDITIONS

-Added Network Node Signals function
-Added Wallet Signals function
-Added automatic creation of "proc.conf" if it does not exist

OTHER

-Removed unnecessary code
-Bumped Protocol Version
