Fix iOS 4.3.3 and above positioning issues

4.3.3 and above have a fix for the fixed positioning bug that was being
accounted for by qTip2 in those versions. This has now been removed for
those versions and the iOS plugin updated to be able to detect sub-sub
versions i.e. 4.3.3 is now detected as a float 4.33 for easier checking.
