Support duration in ActiveSupport::XmlMini

Motivation / Background

Similar to #51631, ActiveSupport::XmlMini could not handle duration type in XML, which is one of primitive data type. ( https://www.w3.org/TR/xmlschema-2/#duration )

Detail

This Pull Request add duration parser and formatter on ActiveSupport::XmlMini, using ActiveSupport::Duration.
