When checking that an XHTML 1.0 Strict document is valid, I am getting an error that a tag does not have a child tag.

As far as I can work out, the problem is actually with the xhtml1-strict.xsd which is missing a minOccurs="0" attribute on the legend tag (line 1862) rather than with your library.

One can certainly see from the <xs:documentation> that is an optional tag: "... if present, should only be preceded by whitespace".

Just thought I'd raise it with you.
