https://github.com/dromara/hutool/releases/tag/5.8.21 says CVE-2023-24163 was fixed in version 5.8.21, but this PR is adding "last_affected": "5.8.21" - possibly "fixed": "5.8.21" was intended?

@ElectricNroff thank you, yes, I was too quick to just edit the existing version number, without paying attention to how it was used. I don't think I have the ability to modify this PR, so hopefully the lovely GHAD folks can fix this up before they merge it.
