scsi: ufs-qcom: initialize PHY for ACPI boot

When booting Lenovo Flex 5G laptop (powered by Qualcomm SC8180x SoC)
from ACPI, UFS is not working, because the generic QMP PHY driver that
takes care of UFS PHY init only works with DT.  It adds a specialized
PHY init function to get UFS work with ACPI boot on this platform,
where UFS 3.0 and QMP V4 PHY is combined to support UFS.
