Additional header validations

Description

The PR add more validations for header in validationHeaderFields.

Check header ExtraData length. If length is less than 32 bytes return error.
Check header Nonce equals to zero, if not return error.
Check header GasUsed less than headers GasiLimit, if exceed return error.

• Bugfix (non-breaking change that solves an issue)
• Hotfix (change that solves an urgent issue, and requires immediate attention)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)
