Remove legacy contract deployment whitelisting mechanism

Description

This PR removes the legacy smart contract deployment whitelisting mechanism, delivered through #692, since in the meantime there is a completely new allowlist and blocklist mechanism for contracts deployment, transactions execution as well as performing bridge transactions.

Changes include

• Bugfix (non-breaking change that solves an issue)
• Hotfix (change that solves an urgent issue, and requires immediate attention)
• New feature (non-breaking change that adds functionality)
• Breaking change (change that is not backwards-compatible and/or changes current functionality)

Breaking changes

Genesis configuration is changed, whitelists parameter is removed from chain.params in the genesis.json.
