Colonys and Communication Dishes Not Working

I have been trying to create colonies and use the ARPANET, but they haven't been working. My first problem was with the ARPANET, it isn't a major problem, but the draw lines is not working, and it still lets me connect even when it's not direct. My second problem was with the colonies because I had landed on the moon and pressed the create colony button then once I opened the menu to create things, whenever I tried to create them, it would say "insufficient materials". This made it so that I could not use any of the other buildings in the colony because whenever I tried to make them it didn't work. I even checked the number of resources needed and I had enough. This could be something with the code or my installation, if you need any further information to continue, just ask.
