Is your enhancement related to a problem? Please describe.

The tooling is old and does not align with the modern setup.

Old packages prevent other packages from updating due to incompatible versions. See this.

Describe alternatives you've considered

  1. Remove unnecessary NPM deps.
  2. Modernize tooling by using @wordpress/scripts.
