For this Trello Ticket. This PR adds a disclaimer banner to the site and admin layouts.
The request was the top disclaimer to look like the FEC beta, with a centered "An official website of the United States Government 馃嚭馃嚫", and right aligned "This site is in beta. Because we removed the left link, the layout becomes brittle, so I opted to make the "official site" declaration left-aligned. I hope that is ok @ddotrollins.
