A tool to fetch programming language metadata about government repos. Will fetch metadata for US federal, state, county, local, and tribal government repos as listed at https://github.com/github/government.github.com.
Expects two environment variables: OAUTH_CLIENT_ID and OAUTH_CLIENT_SECRET.
To get these values, create a Github developer application.
