The Practices handbook (and also before-you-ship.18f.gov) can be a bit of a firehose for new engineers onboarding to TTS.

Create a landing page specifically for new engineers, keeping in mind the onboarding checklists for folks in different parts of TTS. Note: some are separate tabs, others are marked rows.

@LindsayYoung I took a quick pass through your doc – it's fantastic – adding comments on where I think the content might be best incorporated. I think a lot of the value comes from being 18F oriented, and concise, so trying to find the right balance of re-using for larger TTS and avoiding a separate site, while retaining high value for 18F Engineering,

If you don't have any objections, I'll do an initial PR to merge in your content late next week, and iterate from there.

This all makes sense to me.

I think that is the best plan. I was a little concerned that dividing these things across pages might make them harder to find, but I can't think of a better way of adding the content as a whole, without being duplicative.

Thanks for taking this on, tell me if there is anything I can do to be helpful to you on this.

So... in the end I struggled with how to give this content the best treatment. The content really serves 18F engineering well, but does not fit very well in a more general TTS engineering site, and I didn't want to break any of the content up.

As a cop out, I've added a link to the 18F engineering field guide to this guide's resources in this PR.

My two-cents as I punt this back to the backlog: It may be best to Markdown'ify it and put it in the 18F section of the TTS handbook, in 18f/projects-partners. This is similar to the treatment on consulting engineering. Both would be linked from the chapter page.
