Now we don’t need the browsers to render the font!
Turning off autocomplete et. al. on the search bars so that mobile users don’t get annoying suggestions. Addresses https://github.com/18F/openFEC/issues/500
Adds a nice big, collapsible notice at the top of the page. Still need to track the state across pages and add the right email address.
This way if the user closes the banner it will stay closed for the duration of the session. It will reappear the next time they visit.

We should note somewhere that we should use an svg minifier at some point
