Create a staging area for about.yml updates

In order to make sure that any changes to about.yml will show up correctly on the dashboard, product managers would like to preview updates to about.yml before they go live.

Acceptance criteria: There is a way for users to preview about.yml updates before they get published.

Suggestion: create an about-staging.yml where users can make changes that appear in a staging environment?

I am working on prototyping something along these lines with jeremia and mike. Doing research to try and find an open source tool that can easily create a form to populate json and generate/preview about.yml
