Possible Heading Numbering Issue on the 18F Accessibility Headings Page

There looks to be a possible heading numbering issue on the 18F Accessibility Headings page ( https://accessibility.18f.gov/headings/ ).

The example code highlighted below, I think, might be wrong.

Shouldn't the first heading be a heading level two (h2) and the second one be a heading level three (h3) instead of what is shown below? I would expect the "Section" text to be above the "Sub Section" text in heading order.
