Document label and template syncing

Background

We have automations that sync labels and issue/PR templates across repos. We should document how that works in the wiki.

Acceptance criteria (we'll know we're done when…)

• We did the thing!
• It's plain language

Tasks

• A non-dev team member has reviewed the documentation and agrees that it's plain language
