If someone posts a link to a Github Issue/PR, we should detect it and do the usual printing.

You probably don't even have to actually query the URL, you can parse it and trigger the corresponding repo#1234 behaviour.

e.g. https://github.com/godotengine/godot/{issues,pull}/1234 would be reduced to godot#1234.
