What this PR does / why we need it:

Make sphinx outputs log in /dev/stdout when using docker
Otherwise it will grow the log file indefinitely

Which issue(s) this PR fixes

Merging.
It would have been better if we could detect if we are running in docker but answers given from internet knowledge base look complicated
