MinutesEdit: "Hide closed topics" incosistent after route change to meeting series

Steps to reproduce

1. create new minutes on a series
2. Goto "minutes edit" of fresh minutes
3. create one topic
4. Tick the topic as "discussed"
5. Tick "hide closed topics" (Topic should be invisible now)
6. Leave minutes edit by going to "Meeting Series" route
7. Re-Enter the un-finalized minutes

Now state is inconsistent:

• the option "Hide closed topics" is not ticked
• But the list of topics hides the closed topics

Expected: view option "Hide closed topics" reflects current view state

Proposal: To not confuse the user with a "Where are my topics??!" panic, we would reset the "Hide closed topics" on each minutes edit entry. So we will bring [] Hide closed topics and view in sync by unticking the option and showing als topics.
