Primary portal tie / Primary portal recall not working

Repro steps.

Go to Black Spawn Den 56.7S, 86.0W
Cast primary portal tie on the portal
Cast primary portal recall
Recall animation happens, but you don't actually teleport anywhere. You just permanently turn into pink bubbles.

The log given by the failure.

No errors in server console

Desired functionality.

When casting primary portal recall you should teleport inside the black spawn den dungeon.

Mention any other details that might be useful.

Portal recall also seems bugged, it does not recall to last used portal
