Issue: 2 Missing NPCs

1. Garmasi - should be located within Royal Hall @ 70.0N 52.4W
2. Hashina - should be located in Siylun @ 87.3N 70.5W
   Build: v0.9.128

1. Technically not an ACE.Server issue but one of missing content
2. This quest is some patches down the road from where ACE's World DB "officially" stands, which is Under Cover of Night from September 2005. Anyone is free to make submissions to add missing pieces; however, if one is waiting for someone else to do it, it may be a while....
