Dev3 fails to build, because the new view wasn't created because DD4hep fails. Local test with this fix can be successfully build against HEAD of ROOT |

- After root-project/root#11554, `+ddeve` needs `root +webgui` for `root @6.28:`. - Until AIDASoft/DD4hep#987, `+ddeve` needs `root @:6.27` for `@:1.23 +ddeve`.
