[nRF5] - added implementation of API of serial port flow control configuration. #3041

Introduce serial flow control API implementation for Nordic's nRF5 targets (NRF51_DK & NRF52_DK).
Provided implementation for method SerialBase:set_flow_control().

@nvlsianpu The changes looks good, is it possible to test hardware flow control on the NRF52DK ?

Yes It's. I used Realterm and a logic analizer. I seam bootloader (I used j-link software) support only RTSCTS mode - so for example missed signal must be emulated:

    serial_port.set_flow_control(SerialBase::CTS, CTS_PIN_NUMBER, CTS_PIN_NUMBER); // ready of PC
    DigitalOut RtsPin(RTS_PIN_NUMBER);
    RtsPin = 0;

For above setings I use application which send a message in 0,5 s interval. I just had closed Serial port on PC and then I waited for CTS rising edge...

Release mbed OS 5.2.2 and mbed lib v129

Known issues in this release

There is currently a DNS resolution failure in Thread mode with this release. This causes a failure in the
mbed-os-example-client. This will be fixed in a subsequent release. This can be worked around by reverting
to mbed-os-5.2.0
