Description

This PR add a new NUCLEO_144 pins platform based on the STM32F412ZG device.

Status

mbed OS 2 and mbed OS 5 tests have been run on ARM, GCC and IAR toolchains.

python tools/build.py -m NUCLEO_F412ZG -t GCC_ARM -j 4 -c --silent --dsp --rtos --usb --fat - travis reports a failure for this command, please look at it

There is an error in the USBHAL_STM32F4.cpp file at lines 58 to 62. It is not related to this platform but we'll correct it.
In fact the error is because I have added "usb" in the build_travis.py file. And the USB is not available for this target now. I will correct this build_travis file.

Exporter failure is unrelated to this PR and should be fixed by PR #3416. This PR can come in as-is or we can wait til #3416 is merged to retest this. 👍

@marhil01 This looks like a compiler licencing or compiler path issue in the Jenkins CI . Can you please investigate further.

@adbridge I was able to restart the Oulu CI and looks like things are passing again. The failure for the ci/morph-export-build test is unrelated and should be fixed by #3416, so I'd be ok with this coming in before that if need be.
