Setup idemptent scripts for registering and cloning nodes

We need a script that replaces the current commands that force the registering and cloning of nodes with a bash scripts that reads the output of repgmr and determines if it failed due to a node is already registered or has files in PostgreSQL data directory and to return 0 exit code.
