Non-working button in the snack about disabled notifications

Issue Details

Steps to reproduce:

1. Go to Settings -> General -> App notifications
2. Disable all notifications (the main switch)
3. Open main screen in AdGuard
4. There is a snack
5. Tap on Open Settings

Expected Behavior

System notification settings for AdGuard opened

Actual Behavior

Snack is closed and nothing else happened. Main tab of the app is still opened.
