"Slow work" notification disappears when enabling debug logging level

Environment

- OS:Android 12
- Device:Xiaomi
- Firmware:

Root access

What filters do you have enabled?

No response

What Stealth Mode options do you have enabled?

No response

Issue Details

Steps to reproduce:

1. Enable protection
2. Go to Settings -> General -> Advanced -> Low-level settings
3. Enable Capture HAR
4. There is a notification about slow work
5. Go to Advanced settings
6. Choose debug logging level

Expected Behavior

There is a notification that AdGuard may be slowed down by Debug logging level and Capture HAR.

Actual Behavior

There is no notification.

Additional Information

There is one more problem:

1. After all the above steps enable Packet capture (PCAP).
2. Notification appears.
3. Tap on Disable these settings button in the notification
4. Notification is removed
5. Capture HAR and Packet capture (PCAP) are still enabled.
