No filtering until "Filter localhost" is enabled after updating from v7.5 to v7.6 #3762

We received multiple complaints from users that there's no filtering until "Filter localhost" is enabled.

Steps to reproduce

Update from the previous release to the latest.

Expected behavior

Everything seems to be in order.

Actual behavior

The filtering is lost, AdGuard CA is missing on the websites.

Narrowed the issue down to DrWeb and Tanium

Here's the short explanation: we've changed our driver a lot in v7.6 and changed the order of WFP layers.

Before, in v7.5, our driver's layer was placed BEFORE DrWeb's layer so we filtered the traffic first and only then DrWeb was doing it's job.

Now in v7.6 the order has been changed and the layers order is different, DrWeb filters first. The thing is that DrWeb redirects traffic to a local proxy. So when "Filter localhost" is disabled, AdGuard ignores these connections. Actually, all connections, since DrWeb redirects all traffic.
