Currently phone validation for Finland (FI) accepts only 9 digits long mobile numbers. That is true if they start with 04x or 050. However this fails for numbers starting with 0457.

Notice here they mention mostly 9 digits, but not all. http://www.howtocallabroad.com/finland/

Wikipedia has this right https://en.wikipedia.org/wiki/Telephone_numbers_in_Finland#Mobile_numbers
