What is the Problem Being Solved?

Port osmosis-labs/cosmos-sdk#506 from to agoric's cosmos-sdk fork.
This patch adds the required logic for creating a testnet from mainnet state. This patch is already merged in cosmos-sdk as well: cosmos/cosmos-sdk#19280
