I can't get a C compiler to work on windows, not even on github actions: egor-tensin/setup-mingw#6

I can't use zig cc because it doesn't support specifying a custom icon: ziglang/zig#9564

When I get access to a Windows VM, I will install the previous release of Porcupine and commit the launcher exe to git.
