Blazor wasm localizer prototype

• reorganized the original code with shared source project for one component for wasm and another component for .net core/.net standard
• reworked the wasm code and got an initial version working
• loading resources in wasm is very challenging - there are only two options:
  • load http files - not possible because it requires an async context for the http client (none of the async as sync work in wasm)
  • embedded files - possible but there is a serious sdk bug with files with more than two dots EmbeddedResource with two dots in Filename not working dotnet/sdk#13395
    I got the second option working in the test project.
