This looks a lot like the error I just got where it can't find nvcc.exe
I was following this guide #1455 (comment) and where is says

3. Configuration Properties > CUDA C/C++ > CUDA Toolkit Custom Dir
add
C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA

change C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA to the below, ensure that v9.1 (or equivalent) exists:
C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v9.1
