I'm not sure this is possible to do with the tomcat7 plugin. I've done testing, there's some arguments for settings JVM settings, but it seems to be ignored. However it has been a while since I tried last, I will retry, but I'm pretty sure it won't work.

Can't you just run your build with 'mvnDebug' instead of 'mvn'?

See http://www.jasonwhaley.com/blog/2013/02/03/debugging-a-maven-build-with-mvnDebug/.

That will enable debug and wait for you to connect.

I think this issue should be closed.
