DPL: add provenance information for ConfigParamSpec #3625

This also include framework support for multiple, nested,
ParamRetriever. To be integrated by the driver / GUI.

@shahor02 this also includes the fix which should avoid the conflict between --conf and --configuration

This also include framework support for multiple, nested,

* Can be used to properly display current status in the GUI
* Can be used to dump all values in a single file.
