Add icon to indicate if data attached to projects #278

Administrators can see whole list of projects like here: https://amphibiandisease.org/admin-page.html#action:show-su-viewable
where we need to see if there are data attached or not like here with the bar graph icon:

Basically a way to visually answer the question of how many projects have data attached.
