Noticed that every time this issue occurs, it seems as if the Download compiler 0.8.18 failed silently and no compilation was actually performed.
The same issue occurred in the official Hardhat repo NomicFoundation/hardhat#3877

Gonna update hardhat to version 2.16.1 and see if that helps.
