Also removes its arguments so that it is easier to use. Also copies over its code to `test/` since the `test/` code no longer has access to the code in `src/`
FLASK_ENV is deprecated
Rename util.py to database.py for clarity.
Otherwise ownership changes to `root` for linted files. Might be a Windows WSL thing
Otherwise the test and webserver containers sometimes time out when trying to connect to DB.
This reverts commit 7a5d1c1.
isort was changing file permissions to root. See PyCQA/isort#1644
