What is this fixing or adding?

Speed up generation for large multiworlds by not forcing a recache for every player

How was this tested?

I trust in my ability to not mess this up

If this makes graphical changes, please attach screenshots.

Saves almost 8 seconds for a 1000 slot messenger-only multi, possibly more if mixed with games that push more regions/connections.
