Added German HTTP-Interface translation and started to bring the repository up-to-date

1st commit (498aab6)

I added the missing German HTTP-Interface translation.

2nd commit (4c20bf4)

Disclaimer: The full credit for the 2nd commit goes to the github user 4nil. That content was NOT my effort. I only copied the content from his repository asch-docs-site (4-nil) to asch-docs-site (asch-platform).

I started to structure the repository:
I saw that the documentation is scattered. The documentation on http://docs.asch.mobi/en/dapp/ has more information on dapp-development then the official repository.
My goal is to update the official asch-docs repository.
After that I will provide the relevant Pull-Request so that the asch-docs-website can get the data dynamically from asch-docs.
