Description

This release includes uplift from polkadot-v0.9.37 dependencies to polkadot-v0.9.39.
This brings many changes to both the client and runtime so node operators are advised to upgrade their nodes.

One of the major features coming with this upgrade is support for XCM v3. This will be available on-chain after runtime upgrades.
