Pull Request Summary
This PR is to support dApp staking v2 decommission mode. When pallet is put to decommission mode, UI will show modal to users.
The modal will be visible on Shibuya when v2 pallet is put to decommission mode (
dappsStaking.decommissionStarted = true).Check list
