Describe the issue

The Adhomian wondering Rock Nomad location spawned, but the Nomad ghostrole itself didn't. The ridable Climber, fire, and bandages spawned, but the Nomad was not an option in the ghost role list.

How to reproduce

No clue how to reproduce this, only know it happened
