This is an exact copy of the changes introduced in woocommerce/woocommerce-admin#7771 that fix styles after a Gutenberg change caused Navigation style problems.
This PR includes those changes in the Bridge to bring forward the fixes so eComm plan merchant won't need to wait until November 9th.
