Bump WooCommerce Tested To version to 8.9.3

8.9.3 is the [latest stable security release](https://github.com/woocommerce/woocommerce/releases/latest) of WooCommerce. The next version, 9.0 was shifted a week and there won't be enough testing done. References: - 7bje6-p2 - release plan (sidebar).
