Marketplace: Add CollectionListView component

We need a new section component to show collection lists on the discover page.

This component should look something like the SingleListView we use for categories.

This component should act as a place to (for now) hard code the list of plugins for each collection.

We don't need to worry about the compact design, we can use the compact prop defined here.

• Create new CollectionListView component with a collection (name) prop
• Wrap PluginsBrowserList and pass in a few plugins from a hardcoded list of collections
• Match design specs: Marketplace: Plugin Collections (Section Component) #67987
• Add a Tracks event for clicks on Collections plugins.
